Bucharest
Bucharest is the capital and largest city of Romania. The metropolis stands on the River Dâmbovița in south-eastern Romania. Its population is officially estimated at 1.76 million residents within a greater metropolitan area of 2.3 million residents, which makes Bucharest the 8th most-populous city in the European Union. Bucharest is a major cultural, political and economic hub, the country’s seat of government, and the capital of the Muntenia region.
Brasov
Brașov is a city in the Transylvania region of Romania, ringed by the Carpathian Mountains. It’s known for its medieval Saxon walls and bastions, the towering Gothic-style Black Church and lively cafes. Piaţa Sfatului (Council Square) in the cobbled old town is surrounded by colorful baroque buildings and is home to the Casa Sfatului, a former town hall turned local history museum.
Sibiu
Sibiu is a city in central Romania, situated in the historical region of Transylvania. Located some 275 km (171 mi) north-west of Bucharest, the city straddles the Cibin River, a tributary of the Olt River. Now the seat of Sibiu County, between 1692 and 1791 and 1849–65 Sibiu was the capital of the Principality of Transylvania. Until 1876, the Hecht hause in Sibiu served as the seat of the Transylvanian Saxon University. Nicknamed “The Town with Eyes” for the eyebrow dormers on many old buildings, the town is a popular tourist destination. It is known for its culture, history, cuisine, and architecture.
Cluj-Napoca
Cluj-Napoca, a city in northwestern Romania, is the unofficial capital of the Transylvania region. It’s home to universities, vibrant nightlife and landmarks dating to Saxon and Hungarian rule. Surrounding its central square, Piața Unirii, is the Gothic-style St. Michael’s Church and the dramatic Matthias Corvinus Statue of the 15th-century king. The baroque-era Bánffy Palace is now a museum showcasing Romanian art.
Sighetu Marmației
Sighetu Marmației, until 1960 known only as Sighet, is a city in Maramureș County near the Iza River, in northwestern Romania. The municipality’s name derives from a Hungarian term which means “island in Máramaros”. It is well known as the birthplace of Elie Wiesel (1928-2016) noted Holocaust survivor and author of Night.
Oradea
Oradea is a city in the Crișana region of Romania. It serves as the administrative centre of Bihor County and is regarded as an economic, social, and cultural hub in northwestern Romania. The city is situated on both banks of the Crișul Repede River, which stretches to both sides of the Crișana plain, between the hills. The city features notable Art Nouveau architecture and is a member of both the Réseau Art Nouveau Network and the Art Nouveau European Route.
Budapest
Budapest, Hungary’s capital, is bisected by the River Danube. Its 19th-century Chain Bridge connects the hilly Buda district with flat Pest. A funicular runs up Castle Hill to Buda’s Old Town, where the Budapest History Museum traces city life from Roman times onward. Trinity Square is home to 13th-century Matthias Church and the turrets of the Fishermen’s Bastion, which offer sweeping views.

DAY 3: WEDNESDAY, JUNE 3 – BUCHAREST TO BRASOV: THE CAPITAL TO THE MOUNTAINS & TRANSYLVANIA MEALS: B D
We begin our journey travelling north through the Carpathians with a stop in Sinaia (1:50 drive time) to visit Peles Castle, commissioned by King Carol I in 1873 and completed in 1883, Peles castle served as the summer residence of Romania’s royal family, until 1947.
Next, we will visit the legendary Bran Castle, (1:00 drive time) linked with the legend of Dracula.
Continue across scenic landscapes to Brasov, (:30 drive time drive time) a Saxon-influenced city in Transylvania. Brasov’s Jewish Community today has about 75 families, a Kosher Kitchen and Kosher store.
Arrive at Brasov and stroll through its medieval Old Town, including a visit to the Black Church.

DAY 4: THURSDAY, JUNE 4 – BRASOV TO SIBIU MEALS: B D
Before departing Brasov we will visit Beth Israel Synagogue, formerly a Neolog congregation which is now an Orthodox congregation. Transfer to Sibiu (2:10 drive time).
Founded in the 12th century by German settlers known as the Transylvanian Saxons, Sibiu features a distinctly Germanic character. The wealthy settlers built strong fortifications to protect the town, sections of which are seen today. Because Jews were not permitted to live within the city’s fortified walls, the
synagogue was constructed outside the original city limits.
As we explore Sibiu, we’ll stroll along narrow cobblestone streets lined with charming houses and overflowing flower boxes, reflecting its medieval and Saxon heritage. Highlights include the Brukenthal Museum, the oldest museum in Romania, (1817) and many additional reminders of the city’s cultural vitality. Sibiu was named the European Union Cultural Capital in 2007.
Our Jewish cultural visit to Sibiu will focus on the Great Synagogue, rededicated in recent years and which today hosts numerous cultural events connected with the Jewish holidays. We’ll have the opportunity to meet and talk with the Synagogue’s president.

After breakfast we will transfer to Cluj-Napoca, (1:50 drive time).
Cluj-Napoca is the unofficial capital of the Transylvania region; it was ruled by the Austrian Hungarian Empire until 1918. During the months of September to May Cluj-Napoca triples to nearly 1 million inhabitants from a surge of students, including hundreds of Israelis attending its University, and especially the school’s internationally renowned Medical School. The Jewish Community, though small, caters to legions of Jewish Students during the academic year together with the local CHABAD.

Oradea, a beautiful city on the banks of the Crișul Repede River, is home to three restored and operating synagogues. The community is often referred to as “The City of the Romanian Anne Frank” in honor of Eva Heyman, whose diary recounts her experiences during the Holocaust. We will pay tribute to her at the memorial site dedicated to her memory.
Today we will share a special Kosher lunch with members of the local Jewish community and hear their personal stories of resilience and renewal.
After lunch we will visit the Jewish Museum established in 2018 and the Zion Synagogue which also serves today as a vibrant venue for concerts and exhibitions throughout the year. We will also see the Great Synagogue and walk along the former “Jewish Street,” once the heart of the community. Beyond its Jewish heritage, Oradea is celebrated for its remarkable Art Nouveau architecture. We admire landmarks such as the city’s National Theatre and its
elegant walking promenade lined with former Jewish residences.
The highlight of the day is planned to be our visit to the Darvas–La Roche House, where the family’s granddaughter will join us to share her family’s Jewish history and personal reflections.

Budapest’s grand Dohany Street Synagogue is Europe’s largest. Our lodging will be the lovely Continental Hotel in the Jewish Quarter where we can walk everywhere.

Our Tour Guide
Kol Shofar’s tour of Romania is guided by Ms. Peninah Zilberman, founder and CEO of Romania’s Tarbut Foundation (https:// www.ftsighet.com). Tarbut is headquartered in her parents’ home town of Sighet-Marmatiei (“Sighet”) in Transylvania in the north of Romania. Sighet is the birthplace of Nobel Prize Laureate Elie Wiesel, whose book Night recounts Elie’s childhood in Sighet and his memories during the Holocaust. Night was on the New York Times best seller list for 80 weeks. Peninah’s parents are Holocaust survivors who met on a refugee boat sailing from Marseilles to Israel in 1948. Peninah was born in Israel and eventually moved to Toronto, Canada where she raised her family. She served the Toronto Jewish Community for decades as a Jewish educator for the Conservative movement, and as Director of the Toronto Holocaust Museum while working as an educator for Adath Israel, Toronto’s largest Hebrew congregation of over 1400 families. Peninah returned to her roots in Sighet and founded Tarbut there in 2014.
Peninah has dedicated her current career to “never again.” She is committed to spreading Holocaust awareness by teaching Romanian and European Jewish history to help prevent a future Holocaust. She implements programs for teachers each year to educate thousands of high school students across Romania in Jewish studies and Holocaust history. Peninah is a citizen of the world. Each year she travels to visit Jewish heritage sites across Europe and North America to augment her effectiveness as a teacher and Foundation leader. We are so grateful Peninah is available to help guide and educate congregants during our Tour alongside our own Rabbi Paul.

DETAILED TERMS & CONDITIONS
RESERVATION PROCESS: After first contacting Teveia Barnes and informing her of your decision to join the tour and/or with any questions or concerns about the tour (Teveia: 415-806-7759, teveia@lfoa.org), in order to secure your booking, contact APR GROUP, INC. (“APR”) at (415) 686-9672 (Office) or Cary Kopstein (415) 816-2826 (moroccotravelgroup@gmail.com) to make the $500.00 per person deposit.
TOUR PAYMENT: You will receive an invoice for the balance of your tour cost upon the receipt of your deposit. You will need the invoice to show your chosen insurance carrier if you decide, as we strongly suggest, to protect your trip with insurance. (See “Insurance”, below). 50% of balance is due 150 days prior to departure (December 31, 2026). Final payment is due 90 days prior to departure (February 28, 2026). Payment by Zelle, Venmo or personal check receives a 3% discount from the tour price. For credit card payments no discount will apply.
TIPPING POLICY: Tips are pre-collected in advance of travel at $240 total per person. This covers hotel porters, airport assistance personnel, guides, driver and more. 100% of tips are remitted to the Romanian Guide Director and distributed by her directly to these individuals when services are provided. Additional tips are at your personal discretion.
TOUR DOCUMENTS: Approximately 3 months prior to departure, you will receive your documents, including reading and viewing lists, packing information, travel tips, luggage tags and more.
INSURANCE: APR Group, Inc. tour organizer, strongly recommends trip insurance including “CFAR” (Cancel for any Reason) coverage. One might consider the following vendors: Allianz (www.allianztravelinsurance.com), Travel Insured (www.travelinsured. com) or Squaremouth (www.squaremouth.com). APR is not affiliated with travel insurance companies.
NOT INCLUDED: This tour will list what is and what is not included. In general, the tour would not include: Departure Taxes and Border Taxes, Visas (not currently required), Insurance, Tips (pre-collected), Alcohol, or items of a personal nature.
SECURITY: Your safety is always a top priority for us, and we have stringent safety precautions. Though unanticipated, should we feel that any site or itinerary inclusion puts travelers in danger, we will take steps to alter the itinerary to protect everyone.
HOTELS: We feature hotels selected for our tours based on location as well as amenities. We are occasionally obliged to make substitutions. All hotels offer us standard grade (run-of-house) rooms. If arriving at a hotel before early afternoon, your room may not yet be ready.
TRAVELING ALONE: Single rooms are often limited, so please reserve early. We can also try to match you with a roommate if and when possible. We can only assign a roommate if another person on the tour wishes to share. If we cannot assign a roommate, the single supplement will be invoiced.
SPECIAL REQUESTS: Requests are noted and will be conveyed, but cannot be guaranteed.
MEALS: Breakfasts are included daily with your hotel stays. They are normally buffet style meals. Beverages are not included with meals, except where indicated. Group lunches and dinners are as noted on the itinerary. We respect that many travelers enjoy free time during midday.
KASHRUT: Some hotels or restaurants on the tour will be Kosher, however, most restaurants will not be. Whenever we order an included pre-set meal, as is ordinarily the case, there will be a fish, dairy and/or vegetarian option. Shellfish and pork will never appear on a pre-set tour menu.
SPECIAL MEALS: APR makes a reasonable effort to accommodate special meal requests that are submitted to us in writing no later than 30 days prior to tour departure. Your primary tour guide or other designated tour contact person traveling with the group will be available to interface with the food vendors during the tour to request that meals are provided to meet your needs. APR cannot take responsibility for complete compliance with a traveler’s requests regarding dietary issues and dietary sensitivities, such as preventing cross-contamination or other exposure, during the tour. Those with dietary sensitivities must take final responsibility for their own well-being, and should advocate on their own behalf, particularly in the case of a severe allergy or condition. Those with lifethreatening food allergies should take this into consideration before deciding to participate on this tour.
BAGGAGE: Travelers are limited to one large suitcase per person plus a carry-on. Airlines are constantly updating their luggage policies and requirements. APR will advise travelers of the primary group airline’s baggage requirements at least 30 days prior to departure. For those traveling on other airlines, we strongly advise checking with those carriers before packing for the tour in order to avoid additional charges.
SATURDAYS AND JEWISH HOLIDAYS: We may occasionally schedule or suggest appropriate walking tours and visits to parks and cultural sites, and we will advise of local synagogues offering Shabbat services. Rabbi Steinberg enjoys leading “Shabbat Reflections” sessions. Shabbatot otherwise are days at leisure during the tour.
MOTORCOACHES: We utilize luxury air-conditioned buses wherever possible. Smoking is not permitted on any tour bus or vehicle.
PASSPORTS: For both Hungary (Budapest) and Romania, passports are required for U.S. citizens. Passports must be valid for at least three (3) months beyond the tour’s intended stay (June 12, 2026), therefore passport validity to September 12, 2026 at a minimum. (Six (6) months is recommended although not currently required.) U.S. citizens can enter visa-free (no visa) for up to 90 days for tourism or business. One blank passport page is usually required.
VISITOR SAFETY RATING BY U.S. STATE DEPARTMENT FOR HUNGARY AND ROMANIA: For both countries, as of August 15, 2025 “Level 1 – Exercise Normal Precautions” is the applicable safety rating.
ABOUT YOUR HEALTH: Passengers should be in stable health and be confident of their ability to undertake the tour. The tour includes moderate amounts of walking. Those who require assistance must be accompanied by a companion capable of and totally responsible for providing such assistance. Please consult our staff as well as your physician. COVID-19: Risk of exposure to COVID-19 exists in any public place. COVID-19 can lead to severe illness or even death. Senior citizens and those with underlying medical conditions are particularly at risk according to the CDC. By participating in the tour, you voluntarily assume all risks related to exposure to COVID-19. APR and your fellow travelers expect all participants will comply with any Covid related or other health requirements as set forth by either the U.S. or the destination governments or by the tour provider.
VACCINATION REQUIREMENTS: Neither Hungary nor Romania currently has mandatory vaccination requirements for entry, though some vaccinations are recommended for travel to both countries. Checking specific recommendations based on individual health and travel plans is always best. No mandatory vaccinations. CDC and WHO recommend routine vaccinations for, e.g., MMR, Tdap, polio and others. Vaccinations for Hepatitis A and B are also recommended. Covid -19 vaccination is generally recommended for travel to both countries. Tick-borne encephalitis vaccination may be recommended for certain travelers, especially those engaging in a tour’s outdoor activities. Check with your personal physician or travel health clinic about any additional recommendations.
CANCELLATION POLICY:
On or before November 30, 2025: Refund of trip fees less $250. Payments for your airline tickets are nonrefundable. (Tickets we purchase will be in your name as your property and usually have a one-year validity from date of purchase in the event you must cancel your participation in the tour). Future credit: The nonrefundable portion, including the trip deposit, can be applied to any future trip organized by APR GROUP, INC. for departure within two years from the original travel date. The non-refundable portion so applied is nontransferable without APR’s written approval.
December 1, 2025 – January 31, 2026: Refund of trip fees less $1500/person. Payments for your airline tickets are non-refundable. Future credit: The non-refundable portion, including the trip deposit, can be applied to any future trip organized by APR GROUP, INC. for departure within two years from the original travel date. The nonrefundable portion so applied is non-transferable without APR’s written approval.
February 1 – March 30, 2026: Refund of trip fees less $2600/person. Payments for your airline tickets are nonrefundable. No future trip credit.
On or after March 31, 2026: 100% non-refundable. No future trip credit.
CANCELLATION BY TOUR OPERATOR: In the unlikely event of the group’s tour cancellation by APR GROUP, INC. in consultation with the group leaders, or a cancellation by individual participant(s) due to political instability, pandemic, acts of terrorism, government intervention, security concerns or US State Department warnings against travel to the destination country(ies), participants remain subject to the above cancellation penalties and terms. Should APR determine it must cancel a departure for any of the listed reasons, or for another situation outside our control, we will make our best effort to obtain refunds from service providers, without guarantee. Travel insurance is, once again, highly recommended. Credit card fees, are non-refundable.
REFUND POLICY: Refunds for cancellations require a minimum of three weeks for processing.
INDIVIDUAL AIR BOOKINGS: The tour price includes the listed Europe ground services. APR offers tour participants the service of booking their flights. APR invoices flights at cost plus a 5% fee to cover credit card costs and its services for participants paying by credit card. The fee is 3% if participants pay via a personal check, Zelle or Venmo. Individual airfare requires full payment at the time of purchase. These tickets and the booking fee are most often non-refundable 24 hours after purchase.
A NOTE ON AIRFARE PRICING: Until flight costs are locked in with the purchase of air tickets, rates for flights change constantly - often moment to moment - as airlines use algorithms based on seat demand and other factors. (Translation: as more seats are purchased on a given flight, prices will increase). APR will usually purchase participants’ flight tickets within 48 hours after being requested to do so.
NOTICE REGARDING AIRLINE TAX AND/OR FUEL SURCHARGES: APR has no control over airline tax and/or fuel surcharges that may be set by airlines or government regulations following trip booking.
EXCHANGE RATE: Tour pricing is based on exchange rate stability in the Euro (EUR), currently at a ratio of USD1.17 : EUR1. In the unlikely event that the Dollar’s value should deteriorate more than 5% vis a vis the EUR thus causing the trip costs to increase, APR reserves the option to notify participants of an increase of the trip price to them and allow participants the choice of either accepting the concomitant surcharge or rejecting the increase, canceling their participation and receiving back 100% (full refund, including the trip deposit).
(Example: $6000 trip price per person and a 5% Dollar devaluation from 1.17 :1 to 1.23:1 could trigger a trip price increase of $300).
APR’S DUTIES & RESPONSIBILITIES
APR for this tour acts in the capacity as an agent for participants in ts role of helping to organize the tour, by suggesting itinerary inclusions, terms and conditions for approval, by retaining and remitting payments for services to vendors including guides, hotels, restaurants, speakers, transport companies and for admissions and incidentals, and by performing related services and providing informative materials in connection with the tour. Although APR agrees to exercise reasonable care and diligence in making such arrangements, APR assumes no responsibility for injury, damage, loss, accident, delays, or irregular treatment by any person, including other tour members, toward tour participants or their property due to an act of default by any hotel, airline carrier, restaurant, company, or by a person rendering any of the services included in the tour. By agreeing to take part in this tour the participant agrees to hold APR, its principals, agents and assigns, harmless from any liability respecting APR’s performance of its role on this tour. APR reserves the right to cancel or change aspects and inclusions in the tour, to change presenters, tour or operations staff, and to substitute comparable services, in its best judgment, without notice. APR in its reasoned judgment following consultation with tour leaders reserves the right to decline to accept or retain on the tour any participant should APR become aware that such person’s health, behaviors or general deportment impede the wholesome or safe operations or enjoyment of the tour to the detriment of any other tour participants.
DISPUTES: Should a dispute arise respecting APR’s performance of its duties and responsibilities, as described in the paragraph immediately above, by taking part in the tour both the participant and APR agree to submit such dispute to binding arbitration in Marin County, California before a single arbitrator pursuant to the rules of the American Arbitration Association (AAA).
